Ukraine was the seventh-largest country for intercountry adoptions to the United States in 2007. However, between September 2005 and December 2006, Ukraine adoption authorities suspended acceptance of new applications from prospective international adopters, citing concern about the more than 500 post-placement reports that had not been filed since 1996. Ukraine re-opened its doors in April 2007 to foreign adopters with new restrictions in place: Singles may no longer adopt, and prospective parents may not be more than 45 years older than the child they plan to adopt. On January 13, 2008, Ukraine’s State Department for Adoption and Protection of the Rights of the Child (SDAPRC) announced it would accept 1,453 adoption dossier applications from all foreign adopters in calendar year 2008. There is no limit on the number of applications that may be submitted for special-needs children.
